Finland has taken a private-sector initiative to introduce people to Artificial Intelligence and turned it into a state-supported program to train 1% of the population.

“The idea has a simple, Nordic ring to it: Start by teaching 1 percent of the country’s population, or about 55,000 people, the basic concepts at the root of artificial technology, and gradually build on the number over the next few years.” —Politico 2019-01-02

This is a good idea and nobody could find fault with an educational program that helps citizens understand types of technology that affect much of their lives. But is it enough? Is it merely treating symptoms instead of looking at systemic factors? Is the long-term objective of the Finnish government to train 1% of citizens in 100 different things, so that all of them know something about a specific field that someone else has considered important?

Or is the real objective of any democracy to foster an aggressively engaged and educated citizenry?

the democratization of media

Social media gives them a platform to broadcast that message for the first real time in history. Prior to a decade ago, they’d have to find some way to get their message out through media dominated by the very people who were looking down on them and oppressing them. The democratization of media gave them an equal playing field now.” —Peter Kruger, on Quora

Last year I wrote a series of posts on the retrieval of feminine characteristics necessitated by a network society. This started with the future is networked and feminine, the most viewed post I have ever written here.  It was summed up in retrieving gender balance, a much less controversial title. My intent with these posts was to show how diversity is essential for innovation, and ignoring or sidelining 50% of the population is just plain stupid. Heather McGowan gave some positive feedback which I appreciate, given my own privileged position in society.

democracy and equality

Will technology empower or frustrate learning and will established powers control individuals or will something new emerge? These were the questions asked during the The Edinburgh Scenarios in 2004. The resulting scenarios were as follows.

Web of Confidence: Technology advances, power shifts to emergent players.
U Choose: Technology frustrates, power shifts to emergent players.
Virtually Vanilla: Technology advances, power retained by established players.
Back to the Future: Technology frustrates, power retained by established players.

A similar question is being asked by the European Union in looking at the future of government. Four scenarios have been put forth.

DIY Democracy: the societal gap increased drastically, governments are not able to provide proper public services and citizens have to look after themselves.
Private Algocracy: the power over data, data analytics and decision making are fully moved to multi-national data companies who is taking over the regulation.
Super Collaborative Government: all the promises of open governance, digital government and public sector innovation come true.
Over-Regulatocracy: the government is engaged for the wellbeing of individuals and economy but processes became so complicated that even public benefits are hard to claim for.

In both cases it is a question whether digital networks will empower people or only those who hold power. These kinds of questions can help us map a way forward. I hope the EU initiative has more impact than the Edinburgh Scenarios did. These exercises may make us feel empowered, but the test will be if those currently in power take action. I think states will continue to try to take control, such as requiring back doors in all crypto-technologies. Large platform companies will continue to harvest data on a global scale and become too-big-to-fail. However, these scenarios might give some impetus to citizens to put pressure on governments and corporations to push for  democracy 2.0. Here is my mash-up of these two initiatives.

saving democracy

Why do younger people generally think it is less essential to live in a democracy? Perhaps it’s because the times are changing. The first democracies (USA, France, and gradually the UK) emerged about 300 years after the invention of the printing press. A free press was a cornerstone of American democracy. All of these are representative democracies, electing people to go to a central location and represent a constituency. Maybe they are no longer suitable for a network era society.

For instance, in 2015 I was involved in a project to inform Canada’s Department of Justice — Identifying & Responding to Issues in Canada. One issue we identified was that trust in democracy was decreasing.

“Respondents also note a growing democratic deficit which has contributed to recent cynicism and societal distrust. This further challenges fundamental social-trust contracts. For instance, with the 2008 financial crisis, people lost trust, the psychology of the masses changed, traditional authority figures and institutions were challenged and there was a demise of authority. This is linked to a lack of support and credibility for existing models for resolution and decision-making. This is seen as contestation / dissatisfaction with local, national and international notions of community, the lack of public support for conflict resolution mechanism that do not allow for public input or develop avenues for community engagement and bridging mechanisms for social divisions.”

How print enabled democracy

“The mass societies had many more decisions to make, and no way of making them in the old, egalitarian way. Their huge numbers made any attempt at discussing the question as equals impossible, so the only ones that survived and flourished were the ones that became brutal hierarchies. Tyranny was the solution to what was essentially a communications problem.

Fast forward ten thousand years, and give these societies mass communications. You don’t have to wait for Facebook; just invent the printing press. Wait a couple of hundred years while literacy spreads, and presto! We can all talk to one another again, after a fashion, and the democratic revolutions begin. We didn’t invent the principle of equality among human beings; we just reclaimed it.” —Gwynne Dyer

toward distributed governance

Last year I wrote a post — cities & the future of work — as an introduction to my session with the Prime Minister’s Office of Finland. I have been invited back to Helsinki this year to further discuss some issues around reforming the government’s operating practices particularly moving toward a more collaborative culture.

In the emerging network era, leadership is helping communities and networks become more resilient. Government agencies can focus on creating more human organizational structures that enable self-governance. Leadership becomes an emergent property of a network in balance. Depending on any one person to be the leader only dumbs-down the entire network. Viewing all of our work and learning from a network perspective may in the long-run create a better society. One role of government in the network era is to enable knowledge-sharing and curate the knowledge of all citizens. It can start by doing this internally. Countries, regions, and cities should be designed to enable more and better connections between citizens. Learning and innovation are more about making connections than having unique ideas. Increasing connections makes for a more innovative country.

In Finland the government is looking at a cross-sectoral and phenomenon-based approach, which ensures that a phenomenon like youth social exclusion is understood and addressed by government departments together, before individual budgets and projects are initiated. I liken this to agile sensemaking, where these ‘situation rooms’ (work teams) are based on temporary, negotiated hierarchies, that can be re-organized to address different phenomena as they appear.

complexity & chaos — the new normal

A major challenge I have had in my organizational change work is getting people to understand that complicated environments are different from complex ones, and the latter are almost always the situation when people are involved. Generally it means that in complex situations there is less reliance on pre-planning and analysis and a greater emphasis on continuous experimentation coupled with good observation and tracking. Reinforce successful projects and learn constantly in complexity.

According to the Cynefin framework we should Probe > Sense > Respond when dealing with complexity, as opposed to Analyze > Sense > Respond when the situation is complicated. Mechanical systems are complicated, but most human systems are complex. It means that we cannot overplan, though planning itself prepares us to deal with what emerges as we probe complex situations and environments. In complicated conditions we can rely on established good practices, but in complex ones we need to continuously develop our own emergent practices.

This is my 200th post on the topic of complexity. But I have not paid much attention to chaos. In Chaos: A User’s Guide, Bruno Marion concludes that the world today is chaotic.

autonomy, competence, relatedness

If we seek diverse or divergent views, will the opinions of others change our minds? A recent study seems to indicate that paying attention to views opposed to our own may actually harden our existing perspectives.

“In a study that was published last month in the journal Proceedings of the National Academy of Sciences, my colleagues and I [Christopher A. Bail, Duke University] did just that. We surveyed more than 1,200 Twitter-using Republicans and Democrats about their political views. Then we paid half of them to follow for one month a bot we created that retweeted messages from elected officials and other opinion leaders from the other political party.

Instead of reducing political polarization, being exposed to opposing ideas increased it. Republicans who followed a Democratic bot for one month expressed social policy views that were substantially more conservative at the conclusion of the study. Democrats who followed a Republican bot exhibited very slight increases in liberal attitudes about social issues, but those effects were not statistically significant.” —New York Times 2018-09-08

socially mediated

Social media extend emotion, obsolesce the linearity and logic of print, retrieve orality, and when pushed to their extreme result in constant outrage. A socially networked society could reverse into a popularity contest, where our value is only measured in our mediated reputation, such as numbers of Twitter followers or LinkedIn connections.

Our tribal leaders (religious, geographical, cultural), our institutions (political, religious, economic), and our markets (corporations, exchanges, trade deals) do not have the answers on how to live in a networked society. Only networked individuals, with positive intent, can determine how best to organize the next society. An aggressively engaged and intelligent citizenry can be an unstoppable force for change. But these citizens have to understand the new media landscape.

New media are changing education.

Nothing that you learned in school has prepared you for today. Nothing. You are not ready. For smug Canadians, consider that 2/3 of us think there is a crisis of asylum seekers at our borders. They are wrong. And even more worrying, Russian trolls may be behind this, or not.
